Civil Society Groups Urged To Monitor FCT UBEB Action Plans
A Non-government Organization “Human Development Initiatives” ( HDI) has called on Civil Society Organisations,Community leaders, Parents and the Media to be actively involved in the implementation of the UBE Action Plans.
The Research and Programme Officer (HDI), Mr. Olayemi Samuel made the call at a two-day event on “Sensitisation Programme On Contents Of The Year 2014 and 2015 FCT UBEB Action Plans” in Abuja.
Mr. Samuel said the programme was organised to provide the relevant stakeholders with in-depth knowledge of what SUBEB/UBEB Action Plans entail.
He said the event was also to provide opportunity for especially the community stakeholders in the FCT to better understand and engage the contents of year 2014 and 2015 FCT UBEB Action Plans.
According to him, virtually all the State Universal Basic Education Boards (SUBEBs) in the country are not willing to publicise their Action Plans despite the fact that these are public documents that should have been proactively published in accordance with Section2(4) of the Freedom of Information (FOI) Act,2011.
Mr. Samuel added that, public access to the SUBEBs’ Action Plan would enhance or rather boost civic participation in the monitoring and tackling of funds utilisation and implementation.
He therefore called on the FCT UBEB to actively engage CSOs and the community Stakeholders in Monitoring of Action Plans implementation.
On her part, the Communication and Advocacy Officer, The Wellbeing Foundation Africa, Maryam Ibrahim, said the CSOs have alot to do in monitoring projects in Communities to ensure compliance to avoid fund diversion.
She said the Foundation would continue to partner relevant organisations to ensure transparency and accountability in the implementation process of the SUBEBs Action Plans.
Action Plan is an annual document prepared by each State Universal Basic Education Board (SUBEB) and Federal Capital Territory Universal Basic Education Board (FCT UBEB) showing the breakdown of intervention projects or activities to be implemented in public primary and junior secondary schools.
This project usually details projects description, beneficiary schools, quantity, locations, unit costs, total costs and duration for execution.
A copy of the year 2014 and 2015 FCT UBEB Action Plans was made available at the event for participants.
Participants at the event include, CSOs, Community Stakeholders,PTAs,media among others.
